Abstract

The monitoring posts and monitoring cars for prevailing Emergency Radiation Monitoring (ERM) have lost their ability in case of the large earthquake and huge Tsunami in 2011. Thus, we propose a Maritime Mobile radiation Monitoring system (M3 system) in order to support ERM. In this system, we use temporarily a training ship, where a member of experts in the fields of radiation safety and nuclear engineering will get on board with several types of radiation monitors and protection equipment. Then, the ship will approach the nuclear power station from the sea and become a kind of the front-line base for ERM operation on the sea. In this study, as part of M3 project, we considered how to control the exposure dose to all the crew member. Three protective actions against radiation exposure are proposed to be applied according to respective situations; caution, preparation for evacuation, and emergency evacuation. Each level on the radiation monitor installed on the training ship Fukae-maru could be determined by referring to the dose-limits for the public and radiation workers.
