エコシステムとしての子どもの発達環境 そのII ー我が国における教員養成システム及び教員処遇の展望と課題ー

筆者は先稿「エコシステムとしての子どもの発達環境」において,子どもの発達環境を「子ども自身をも含み込むエコシステム」として捉えることの重要性と実現可能性を考察した。その中で今後明らかにすべきいくつかの課題を得ることができた。そのうちのひとつが教員に関わる問題,すなわち本稿で述べるところの教員養成システムと教員処遇の問題であると考える。先稿で述べたように,エコシステムというスキームを教育現象に適用することは容易ではない。自然の生態系が基本的に保護・保全・回復というアプローチを主とするのに対して,子どもの環境のエコシステムは一部に保護・保全・回復という方向性が含まれるのに加えて,同時に改良・改革・進歩を視野に入れていかなければならないからである。さらにいわゆる生態系というとらえ方では把握しきれない流動的なもしくは個別的な条件,それはたとえば時代背景,地理的条件,個々の子どもの個別的条件も考慮に入れなければならないからである。予測不能な未来という時代に社会を担う子どもたち,その子どもたちを育むという営みを設計し最適な対処を確定するということは,そうたやすく実現可能なものではない。本稿では,子どもを取り巻くエコシステムの中にあって極めて重要な使命を帯びているところの教員の役割に焦点を絞って論考を加えることとしたい。教員を対象として考察を行う際に視野に入れるべきは「個々の教員」の特殊的な資質・能力や適性のみであってはならない。子どもに対する教員の影響力がもっとも顕著に具体的に発揮される場としての「学校」,さらには諸教員と協同して子どもの成長を支援すべき「家庭」や「地域」のかたちや機能及び特徴,さらには「地方自治体」や「国家」などの行政システム・立法システム・財政システムなどの要素についても考慮に入れることが求められるべきである。現在の我が国では,解決すべき問題として認知されている諸々の社会問題を克服する糸口がつかめないばかりか,近年では「常軌を逸した犯罪や非行」が常態化しつつあると言っても過言ではない。それは我が国のみの問題ではなく,国際社会全体に見られる問題でもある。こうした現状を打開しうる道は,最終的には次の時代を担う子どもたちをいかに育て得るかという課題に対する最善の処方を得ることに見いだす他はあるまい。国家においても地域社会においても,さらには家族という小さな社会集団においても,子どもをいかに育むべきかが真剣に討議され,ビジョンが描かれねばならない。そしてその実現のためにどのような条件を整備し,障害を取り除くことができるのかを具体的に考えなければならない時期がきているのである。よりよい社会の実現を目指して可能なところを攻めるのではなく,現実を一刻も早く打開しなければならないという前提で議論がされなくてはならないのである。取り組むべき課題は多くあるが,学校教育が担うべき役割を再考し,学校教育が為すべきことと為すべきでないこと,為しうることと為しえないことを明かにすること,さらに子どもの教育に関わって政府や自治体が果たすべき責務を明らかにすることを通して,もっとも直接的に子どもの教育への責任を負うべき教員養成大学における今後の教員養成大学における今後の教員養成システムのあり方を探ることが主要な諸課題のひとつであることは間違いない。本稿ではそのことに絡んで,上記の「学校教育の問題」に対して「教員」の機能と役割からアプローチすること,とりわけ教員養成システムと学校に配置された教員処遇のあり方を明らかにすることを目的とする。教員にとって何が必要な資質・能力・適性であるのかを考えること,そしてどのような場面でどのような指導をすることが適切であるのかという具体的な状況を考察することは,より本源的な意味で教育の意義やあり方を考えることにつながるものであると考える。そのことが教員以外の人々に正しく理解され,適切な協力を得ることに成功しなければ,教育の機能不全の深刻化は不可避となるであろう。

I examined the next in the point paper "the development environment of the child as an ecosystem". Those are the importance of the thing to catch a child's development environment as "an ecosystem which includes a child himself". I found some subjects which should be settled immediately in that thesis. They are the problem that one of those involves a teacher, that is, the teacher education system and the problem of the teacher treatment that it is mentioned in this paper. As mentioned by the point paper, it isn't easy to apply the scheme of the ecosystem to the education phenomenon. Because, the ecosystem of the nature faces the matter that it can approach from the viewpoint of the protection, preservation, recovery fun-damentally, and it is because the viewpoint of the protection, preservation, recovery should be necessary the ecosystem of the child's environment. Then, it is because improvement, reform, progress must be included into the goal more. It is difficult to draw a simple ecosystem because there are many independent variable conditions in the education. As for that, for example a geographical condition is the most remarkable with a historical backdrop in the consideration of each child's independent condition. A teaching system for the children who shoulder society in the age of the future which can't be predicted is designed, and it connotes such a subject to confirm the most suitable coping. In this paper, I focuse on "the teacher's especially important role even during the ecosystem which surrounds a child, and it is examined in this paper. It is only the nature, ability to be each "teacher's" especial target, and fitness that must not take it into account in case of that. It is necessary to pay attention to the following. 1) Function of the School (It is the place which the influence of the teacher to the child is shown for most remarkably concretely.) 2) Function of the family and local area (It cooperates with the teacher, and it is the existence to support child's growth. ) 3)Functions of local government and national administrative system, legislation system, financial system Even if it is said that "the crime that it got off common sense, and delinquency" become normal condition, it is not an exaggeration in the present this country in recent years when the beginning which gets over the various social problems recognized as a thing to be settled can't be taken only. That is not the problem of only the this country, but it is the whole problem of the international society, too. There won't be a way where the present condition like this can be overcome except that it is found in getting the best prescription against the subject of whether the children who finally shoulder the next age can be brought up how. It discusses how you should raise a child more as for the little sociogroup of the family a s well seriously, and a vision must be drawn in both the state and the community. Then, what kind of condition is prepared because of that realization, and the time which it must think whether it can get rid of a difficulty concretely about comes. A possible place is not renewed with the aim of the realization of the better society, but argument must be given with the premise to cope with the present condition immediately. The next will be a priority subject though there is a subject which we should grapple with innumerably. 1) Reconsider the role which school education should shoulder, and school education should clear the matter that it can't be done with doing it as for not doing it with doing it. 2) Be concerned with the child's education, and investigate a method with the future teacher education system at the teacher training university which should be responsible most directly through explaining the duty which government and a self-governing body should fulfill to the child's education. It aims at explaining a method with the teacher treatment which is particularly arranged to the teacher education system and school to approach from the "teacher's" function and the role to "the above matter of school education" in this paper. I believe that the matter that the next is examined is connected with explaining the meaning of the education. 1) Think whether it is the nature, ability, fitness which a teacher is asked for. 2) Be based on the concrete conditions (What kind of guidance for example should I give at what kind of scene?), and probe into the way of a solution of a problem. The malfunction of the education will be avoided if these are understood by the people except for the teacher properly and it succeeds in getting proper cooperation.
