沖縄県の中心部である那覇市は、「協働のまちづくり」を掲げており、地域社会で課題となっている少子高齢化や、孤独死、虐待、災害等の社会問題に対して住民と行政が一体となり、課題解決を目指す仕組みづくりに取り組んでいる。本論では、住民同士が積み重ねてきたコミュニティの歴史に、まずは注視しながら検討していくことが課題解決を探るうえで重要だと考え、長きに渡り那覇市内で生活を重ねてきた住民からコミュニティに関する聞き取りを行い、過去から現在までのコミュニティの変貌について明らかにしていくこととした。考察では、過去に豊かなコミュニティが複数存在していたことが分かる一方で、都市化や少子高齢化といった社会変化の中でそれぞれのコミュニティが縮小や統合を重ね、衰退していることが見えてくる。また、それぞれのコミュニティに接点がないことで、お互いに知らず、支え合うことも出来ないことが見えてくる。だが、第３者がつなぎ役となり、それぞれのコミュニティが知り合うと、お互いを支え合う関係が生まれてくることも見えてくる。さらに三原で、地域の大人から見守られて育った子ども達は大人になると、自らが見守る側の大人になっていることも分かってくる。 Residents and administration in Okinawa are united in their concern for social problems, such as low birthrate and increased longevity, solitary death, abuse, and the consequences of disasters. Naha, the capital of Okinawa Prefecture, is tackling the development of a structure that aims at a business solution. When examining such a community, it is considered important to explore its history, which residents have accumulated as the main subject of business solution development. Consequently, we conducted a process of listening comprehension with long-time residents of Naha, who were similar and came the life in piles in passage Naha, and clarified the changes that had occurred in the community. Our research reveals that while several communities with a rich heritage existed, each community experiences reduction and integration, and decline because of societal changes, such as urbanization, and low birthrate and increased longevity. Moreover, because there is no point of contact between communities, they are unable to support each other. It is only a third party intervention that connects the communities into a mutually supportive relationship. Furthermore, when the children growing under the watchful eyes of the adults of the area become adults themselves, they watch over the generation that follows.
