We provide an overview of the advantages and future issues in cooperative home delivery services from the experiences of the first phase of COVID-19's expansion. People were asked to stay at home to avoid the spread of COVID-19, which created not only an unexpected increase in orders from existing Co-op members but also sudden flows of new entries. The Kyusyu region was no exception. Due to a sharp increase in the number of new members and orders, we faced overflows in four business sections: procurement, warehouse, delivery, and information processing. The procurement overflows occurred because certain items, such as hygiene products, were suddenly in demand and production could not keep pace. Warehouse overflows occurred because of the unexpected and abrupt increase in the number of items ordered. Temporary warehouses were rented to alleviate the pressure. In addition, “planned stockouts” were introduced for non-essential goods to decrease the total volume of goods in warehouses. The delivery overflows were mainly attributed to the sudden increase in member numbers, which resulted in the unanticipated growth in delivery destinations. The number of delivery personnel, which is difficult to increase quickly, was also a limitation. Information overflow increased the volume of transaction and order data, which almost surpassed the computer system's capacity. Confusion in the early stages of the COVID-19 crisis meant inconvenience for cooperative members. However, many did not complain or leave the cooperative. We believe this was due to the trusting relationship between the cooperative and its members that had developed over decades. Empirical knowledge about crisis management, which the organizational base had developed for years played an important role in enabling flexible responses to many unexpected situations. As for future issues, we noted that trusting and cooperative relationships should be expanded to include stakeholders, such as regional governments, local communities, and the general society.
