スポーツの普及には「男らしさ」「女らしさ」といった文化的,社会的,心理的に作られた性のあり方であるジェンダー(Gender)が大きな影響を与えてきた。そのため競技によっては「男らしいスポーツ」「女らしいスポーツ」といった表現が見受けられ,依然様々な偏見が残っている。本来スポーツは性別によりふさわしいか,ふさわしくないかとされるものではなく,それぞれの個性を発揮できるものとして行なわれるべきである。本研究では,サッカー競技に焦点を絞り,どのように男性と女性がサッカーに参与することが「スポーツの男女平等」といえるのかを考察することを目的とし,2001年第1回アジア女性スポーツ会議において採択された「おおさかアクションプラン」をもとに作成された,スポーツの男女共同参画を目指す「スポーツの男女共同参画プラン」(スポーツ界の男女平等を推進する会,2002)を参考にわが国における「サッカーの男女共同参画プラン」を提示した。

In recent years, a problem of gender has become an important issue in the field of competitive sports. The purpose of this study is to examine the present condition and the future of the gender problems focus on women's soccer. In conclusion, the plan for the joint participation of men and women in soccer is presented in this paper, refer to "the plan for the joint participation of men and women in sports" (by The Society to promote equality of the sexes in sports, 2002). The finding and discussions on the following topics are presented in this paper: 1. The present condition of women's soccer in the world (1) women's soccer in the U.S.A. (2) women's soccer in Germany (3) women's soccer in Holland (4) women's soccer in England 2. "The Declaration of Los Angels (FIFA)" for the promotion of women's soccer 3. The promotion of women's soccer of Japan Football Association (JFA) (1) The 100 years Plot of J League (2) Captain Headquaters (CHQ) of JFA 4. The plan for the joint participation of men and women in soccer.
