<p>“Chiiki-Okoshi Kyoryokutai” is the institution of support stuff for local development and for emigration from the urban area to rural area. The purpose of this study is to clarify the design and use of this institution by local governments. As a result of questionnaire to the cities, towns and villages of Nagano and Shimane, many problems are appeared. Such as many stuff retired at halfway of the term of a contract, many stuff had the trouble of the mental health, and the support for domiciliation are not enough. It is necessary that the improvement is accomplished in reference to the design and use in other local governments、.</p>
