<p>Small-scale municipalities are faced with the difficulty of reduction of public works. In such a situation, it is<br>important to clarify how each measure contributes to a whole target to conquer the difficulty in the process in which a comprehensive plan is formulated. This research examines the process of formulation of the comprehensive plan of Kitadaitou, Okinawa. We discuss the framework using a simulation based on several scenarios in order to apply other municipalities.</p>
