On December 4th 2021, the State Council of the People’s Republic of China issued a white paper called “China : Democracy that works”. According to the paper, the democracy of China is a “Whole-Process People’s Democracy”, which has been and always will be under the leadership of the Communist Party of China, or CPC. Supported by a sound institutional framework, it says, CPC has implemented a variety of democratic practices, offered and improved extensive human rights, and as a result, explored a new path to democracy that would be a model for other countries. However, the paper is nothing more than an elaborate document, filled with a mere copy of the provisions of law or quotations from Chairman Xi, and is really just an unrealistic and utopian manifesto, supported by illogical and unfounded assertion. Nevertheless, by declaring China’s “Whole-Process People’s Democracy” to be a better model, this poorly composed white paper revealed itself with a big picture to modify the meaning and standard of democracy and other universal values, such as the rule of law and human rights. With the decline of the western paradigm, which was symbolically exposed in the Summit for Democracy held by the Biden administration, the endeavor of CPC to create a paradigm shift looms large. Even if that is the case, however, it is difficult to see individual human beings in the beautiful utopia of the “Whole-Process People’s Democracy”, just as in the locked-down cities where they celebrate the triumph of “Zero-Covid” policy
