<p>The COVID-19 pandemic has triggered growing interest in "living areas where people can complete their lives around their homes," centering on the 15-minute city of Paris, France. This study is the first to examine details of realization of 15-min cities in the Tokyo metropolitan area. Results revealed that, whereas the percentage of people who live within 15 min on foot or by bicycle, without relying on a car, is high in areas near Tokyo, the percentage is lower in distant areas. Results also indicate that only some urban functions induction-encouraged areas served as cores by providing daily services within 15 min on foot or by bicycle. The functionality was particularly low for areas without train stations.</p>
