The awareness of diversity has increased in recent years, generating the urgent need to understand and respond to multiple forms of inequality and discrimination resulting from differences between populations. This study builds on the extant research to examine the concept of intersectionality and demonstrates the effectiveness and challenges of applying this principle to public policy. The concept of intersectionality is grounded in social movement and offers two perspectives. First, it delivers a theoretical framework enabling the analysis of complex systems of oppression and power relations. Second, it presents a critical praxis perspective seeking to achieve social justice. These two standpoints are particularly useful for public policy, which reflects varied social inequalities. Intersectionality-based policy analysis enables researchers to apprehend the manifold differences and unequal power relationships in policy development. Such examinations also allow the critical questioning of policymaking processes to build equitable societies. Despite the promise of incorporating intersectionality into public policy, developing effective practical methods and conducting further intersectionality-based analysis are critical, especially in the context of policies in Japan.
