Abstract

<p>In this paper, the process of the policy transfer of Fixed-Time and Fixed-Place collection from New York to Tokyo, and from Tokyo to Dhaka) was reviewed, and lessons learnt that indicate the social conditions and suggestions including the level of acceptability of the system by society was extracted.</p>
