<p>The purpose of this study is to present a framework for consultation for the materialization of regional cooperation in times of disaster, using a case study of an effort to connect tertiary emergency transportation roads designated by municipalities at the boundaries of cities and towns. As a result, the study process was organized into three stages: "sharing of issues," "agreement on the direction of the project," and "individual consultation. Since the planning body is the basic municipality, it is necessary to carefully coordinate with the related departments, and it was clarified that it is effective to hold individual discussions between the two related cities.</p>
