This paper describes the process and interprets the results of the so-called BI experiments conducted by the Dutch Basic Municipalities. Since the recession of the 1980s, the Netherlands has taken measures to curb benefits, and the 2015 Participation Act is a consequence of this course. The law also decentralized responsibility for the implementation of each public assistance program to the basic municipalities. This paper concludes that the BI experiment in the Netherlands was a strategy to avoid the heavy burden of responsibilities for implementing the Participation Act, which was devolved to the municipalities.
