Description
<p>This paper presents the “Flood Protection Action Plan 2020Plus” of the State of Bavaria, Germany, to accumulate knowledge on river basin disaster resilience and sustainability by all, and clarifies the structure and contents of the action plan based on the framework of the state’s flood control projects and past floods. The major features of the plan are the establishment of a highly sustainable flood control system based on the four cycles of “post-flood countermeasures,” “flood damage avoidance,” “flood protection,” and “flood damage prevention,” and the establishment of a resilient flood control system through countermeasures against floods in excess of planned flooding. It also pointed out the important roles of the “inundation area” system for flood control in the entire basin: clarification of flood protection areas, creation of natural flood plains by restoring river channels, and enhancement of flood control functions by constructing flood control basin for excess flooding.</p>
