Abstract

The Urban Facility Location Plan aims to prevent sprawl and consolidate urban functions to urban function induction area. In addition, it provides notification and recommendation system for building and development activities outside of the area. But there are cities that the number of guided facilities located in the area is decreasing. This study clarifies the location status of guided facilities and the operation status of the notification and recommendation system for guided facilities built outside of the urban function induction area. As a result, it is clear that the majority of the guided facilities built in the urban function induction area are not due to the guidance by the Urban Facility Location Plan. In addition, it was found that it would be difficult for local governments to provide suggestions, guidance or recommendations because the system has no enforcement power over the guidance of facilities.
