Abstract

How has the COVID-19 pandemic affected city centers ? This paper utilized the “Takatsuki Citizen Mail Survey by Takatsuki City and Kansai University” to examine how citizens evaluated city centers during the pandemic. The results revealed that younger citizens tended to perceive a decline in the economic, cultural, and social activities conducted at the Takatsuki City center. Conversely, older citizens tended to report an improvement in the area’s walkability and security. However, citizens maintained their negative evaluation of the vitality of city centers even when the COVID-19-related restrictions began to ease in 2022. The central city revitalization policy should address issues pertaining to the recovery of urban functions diminished by COVID-19.
