In Japan, the community school system is rapidly popularized as a policy of “school management opened up to the community,” but children’s participation in school management has not been considered.  This paper compares actual cases from high school, junior high school, and elementary school, each of which has a school council that students attend.  As a result, the following points were found to be common: the teachers took the initiative in introducing the school councils; the school councils were prepared in such a way that children could relieve speaking up; problems for children were discussed at the school councils; and the children showed growth regardless of school type.  The difference was that the lower the school grade, the more teachers tended to be involved, and the higher the school grade, the longer it took to reach a decision.
