Abstract
<p> The importance of utilizing IT (Internet of Things) and ICT (Information and Communication Technology) is increasing. Importance of information system planning is also increasing because there is a lot of demand for new business by using big data, and/or productivity significant improvements of products. However, a report says about 50% of the introduction of information systems resulted in failure. The authors consider that there are many cases where smooth introduction does not proceed. One of the causes of the problem we regard is “the necessary human resources and man-hours are not secured”. Fukuzawa defined “human resource type, human resource skill set image, skill standards”, and verified its effectiveness, however, did not mention about man-hours for each process. In this study, we newly proposed “guideline about necessary resource of man-hour for super upstream process” which is able to estimate man-hour for important process easily. Usage of this guideline will help to necessary human resource of man-hours be secured for important process.</p>
