This paper sheds light on Saudi Arabia’s domestic policy toward Rohingya refugees after 2012 by referring to Arabic sources. As the result that Rohingya “lobbyists” appealed in Arabic media and SNS regarding the Rohingya crisis, Saudi Arabia introduced comprehensive policies to protect Rohingya inhabitants within Saudi Arabia. This paper examines the interaction between Saudi Arabia and Rohingya “lobbists” by combining omnibalance theory with refugee politics theory. International media reported that Saudi Arabia had done nothing to solve the Rohingya crisis and instead expelled Rohingyas residing within their borders. However, sources in Arabic media reveal that Saudi Arabia has protected Rohingya refugees. Rohingya refugees have lived in Saudi Arabia since the 1950s, and highly educated Rohingya Arabic speakers have appealed the refugees’ distress to the media, finally moving the Saudi Arabian government and citizens to initiate a package policy to improve the standard of living for Rohingyas residing in Mecca. In 2013, the Saudi Arabian government issued residential permission to Rohingyas and established social, economic, and educational policies to improve Rohingya life. In the last decade, the author has revised the omnibalance theory to analyze the security behavior of weak states, small states, and developing countries. In this paper, the case study of refugee politics is used to demonstrate how to apply the omnibalance theory to frame policy engagement for non-security issues that prioritize security deliberation.
