In the fall of 2023, the installation of a new ticket gate at Kawakado Station in Saitama marked a significant development not only for the station but also for the surrounding area. This paper ana lyzes the legal framework of this project, focusing on its alignment with the Japanese City Planning Act and the unique approach to development adopted by Moroyama City. Moroyama City’s approach prioritizes community engagement, allowing residents to actively par ticipate in planning and propose ideas. Landowners are encouraged to preserve the area’s natural beauty by continuing agricultural practices. Furthermore, collaboration between local universities, the railway company, and the City ensures that development respects property rights within urbani zation control areas and integrates seamlessly with existing infrastructure. In addition to these points, it’s important to note that collaboration is crucial as it can lead to more open information and improved legal understanding.
