Abstract
There are many private universities that are below capacity, and most of them are in constant deficit. A deficit signals a business crisis. Ordinary companies will eventually go bankrupt unless their deficits are eliminated. But it never fails. Why? One of the purposes of this paper is to solve this problem. On the other hand, they probably don't believe they can last forever. In this context, the strategy to make private universities public is attracting attention. It is believed that local private universities suffering from under-enrollment can solve all their problems by coming up with strategies to make them public. But is it really? Another purpose of this paper is to consider the survival conditions and limits of public administration.
