In this paper, we examine the use of aerial drones and underwater drones at the Port of Hanshin to enhance the sophistication and efficiency of port operations and develop a demonstration experiment plan for the use of drones. First, the legal definitions and regulations of aerial and underwater drones in Japan are summarized, and the regulations and rules for aerial and underwater drones at Hanshin Port, which is managed and operated by Hanshin International Port Co. Next, we extracted drone application scenarios at the Port of Hanshin, selected drone application scenarios at the Port of Hanshin from the viewpoints of feasibility, effectiveness, and the need for demonstration experiments, and finally developed a demonstration experiment plan for conducting the demonstration experiments.
