<p>The purpose of this study is to derive guidelines for zoo management by exploring the relationship between strategic planning and the four key roles of zoos: species conservation, education, research, and recreation. Through literature surveys, it was discovered that among the top 10 public zoos based on visitor numbers, Fukuoka Zoo was the only one lacking a coherent concept and concrete action plan. In response, a co-creation workshop involving zookeepers was conducted, utilizing Fukuoka Zoo as a case study. Based on the workshop, a plan to improve the retention of zookeepers was drafted and then evaluated by visitors and zoo personnel. Finally, four essential guidelines for future zoo management were proposed: consider the perspective of zookeepers in strategic planning, clarify relationships with stakeholders, develop concrete action plans, and establish clear service plans.</p>
