This study aims to consider the involvement of foreign institutions in the process of establishing the education systems through the case of Dubai's School Inspection. Since 2008, this inspection has been conducted for private schools in Dubai annually, by Dubai Schools Inspection Bureau (DSIB) and reports for each school are published on the website of Knowledge and Human Development Authority (KHDA). In Dubai's demographic situation, UAE nationals are a minority and foreigners have occupied the majority, so many private schools with foreign curricula, such as US, UK, International Baccalaureate, India, Pakistan and so on, have been operated. In the process of establishing this inspection system, Education Development Trust (EDT: formerly CfBT Education Trust), a non-profit organization based in the UK, was engaged in the phase where the inspection system was designed. And now, the British Schools Overseas Inspections (BSO Inspections) are conducted for the “British” schools which have been operated in Dubai. Generally, the BSO Inspections are conducted for “British” schools worldwide, and DSIB/BSO joint inspection is conducted for “British” schools located in Dubai. While the joint inspection system is a unique system which has the characteristics of both school inspection for a private school in Dubai and for a British school which reflects on the social situation and educational environment in Dubai, some concrete adjustments may be necessary to deal with the gap between the local and provider's contexts when problems occur.
