Abstract
<p> Difficulty of ship mooring is still seen in many ports, and the new evaluation method is reauired. First, operational records and data are analyzed for the coal berth in T Port. It is a measure that accidents are avoided by the offshore refuge, in case of the alert of wave forecast. However, patterns of long period waves are uneven in each wave pattern. It makes the berth operation dangerous in some cases. Moored ship motions are numerically simulated for the current mooring and the reinfornced mooring methods. The number of days of offshore refuge is expected to decrease in the reinforced mooring system. In this study, the Function of Safety equipment and Balance of Payments (FSBP) is newly introduced to evaluate the safety of ship mooring with the cost-benefit effect. It can contribute to the improvement of ship mooring problem.</p>
