The Tokyo metropolitan government has enforced the "Tokyo Municipal Ordinance on promoting the SYARETA-MACHINAMIDUKURI (the SYAREMACHI ordinance)" to create attractive and exceptional cities. The ordinance came into effect in October 2003 to improve the area management. This study aims to evaluate the potentiality of the SYAREMACHI ordinance from the area management perspective. At first, we reviewed the recent cases on the active usage of public spaces in multiple districts. The regulations involved were inquired and the new institutional movements to stimulate this issue were summarized. Through hearings, we clarified the present states of several machidukuri organizations and their active usage of public spaces. Finally, the significance and confrontations of the SYAREMACHI ordinance on area management were identified.
