Description
The Norwegian New Right Party, “The Progress Party”, has gained power because of the sudden increase of immigrants in late 1980s. The conventional immigration policy of Norway was to treat immigrants as “not speaking Norwegian” handicapped, and gave them special supports for equalizing immigrants with native Norwegian. The Progress Party criticized this policy as reverse discrimination against Norwegian. This argument got certain support in the process of multiculturalization. However, since other major parties concentrated at the conventional policy, The Progress Party has gradually lost anti-immigration votes. As a result, the immigration policy of Norway was not changed. This can be seen as the agreement of natives to include the immigrants to the welfare state's “social solidarity”. This re-construction of “social solidarity” could be established by The Progress Party bringing the immigration problem into the political arena.
