Abstract

A new type of investigation by the people was discussed through the introduction of a case study on “Yahagi River Forest Health Check” activities by the people’s initiative, which has been carried out in the Yahagi River Watershed located in Nagano, Gifu and Aichi Prefecture, Central Japan. Four major characteristics, namely “No more time efficiency”, “equal partnership between people and specialists”, “more entertainment than scientific accuracy”, and “no allowance but participation fee” were found in the Yahagi River Forest Health Check which have not appeared frequently in other cases. Specialists who were voluntarily involved in such activity were characterized by their specific research field, which is slightly different from the main target, their interdisciplinary way of thinking, and their ambition to send messages to the society. The Yahagi River Forest Health Check activities received criticism from the forest land owners, their association and pure scientific specialists but these criticisms were mostly based on a misunderstanding of the activities. The Yahagi River Forest Health Check activities were not directly involved in the treatment of the unhealthy man-made forests but indirectly contribute to the treatment through providing an opportunity to the people who have never been to the man-made forest but have an interest in the general issues of forests. Moreover, there are many ways for the people who wish to become involved directly in the treatment to become involved.
