抄録

<p>This paper discusses the diffusion of professional education and proposes some conditions for diffusion policy. One of the most important issues in Japanese higher education is educational reform. Every university has to develop better programs. However, these efforts will be inefficient if each university remakes its own curriculum by itself. Therefore, it is very important to consider how to diffuse new educational programs to other universities. New educational curriculums or programs are often represented as professional education, through defining qualifications by knowledge, skills, and accreditation systems. This is why we restrict the scope of this study to professional education.Flexner indicated six requirements of “professional”, and making professional associations is one of them. We consider three requirements of policies to advance the formation of such associations:(1) To clarify the types of professionals and accredit the educational programs by cooperation among universities, industries and governments,(2) to promote the support of the private sector and(3) to promote cooperation between universities.These three requirements are not wholly satisfied under current policies in Japan. Yet, some projects in the Program for Promoting Inter-University Collaborative Education – maybe incidentally – satisfy some of the requirements. It is important to set the definite requirements for diffusion policies.</p>
