Constructing the Commons in the Logged-Over Fromtier Society: From the Views of Local People over the CBFM Program in the PHILIPPINES

Abstract

<p>The Philippine government has launched the Community-Based Forest Management (CBFM) program as “the national strategy to achieve sustainable forestry and social justice.” At present, CBFM is being strategically introduced in over-logged forests. In this paper, the possibility of constructing a new commons through the CBFM program are examined based on the views of local people themselves. The research identifies conflicts over land and resources that have emerged through the policies of the CBFM. Because illegal loggers and new land-seeking migrants are excluded as beneficiaries of the CBFM, many complain about present forest-management strategy. However, the majority of people agree with the concept of communal management of forest. Many villagers think that present CBFM program is not real communal management, but it is still controlled by the government. Conflicts stem from the government’s aim to regulate the forest uses of marginalized people. The commons must have an important function to give a top priority for inferiors in the community. Illegal loggers and new land-seeking migrants, must be given the agro-forestry farm as an alternative resource.</p>
