Abstract
<p>A series of workshops was conducted to assess service delivery to persons with special needs at times of disaster (PSND) during the 2007 Noto Hanto earthquake. Participants included representatives from the public health department, the care manager organization and community organizations. Service delivery from each of these three groups were categorized into 10, 100, and 1000 hours after the earthquake. Findings revealed that while community organizations were first to respond to the most urgent needs of PSND, sustained service delivery from the formal organizations increased as those coming from the community organizations decreased after the first ten hours. DRC typology was used to analyze the response processes of the three organizations.</p>
