Abstract

Niseko town in Hokkaido has established the basic concept of community development 'town planning that can be proud of living'. 'Niseko Machi Town Planning Ordinance Basic Principles' based on information disclosure and participation by the residents as a rule, and promoting thorough town planning by 'participation of residents'. 　In this research, we picked up the Niseko town's road station（Michi no Eki) 'Niseko View Plaza' and organized the characteristics and success factors of town planning. Furthermore, by comparing with efforts of Furano City, which has succeeded in revitalizing the central urban area by the local business community, we will organize the universal issues of town development and reevaluate effective way of town planning.
