Abstract

This study builds upon a previous Institute for Asian Studies and Regional Collaboration (IASRC) research project on foreign care workers (FY2014-16). At the time of the previous project, Economic Partnership Agreements (EPAs) with a few countries were the only mechanism that allowed acceptance of foreign care workers in Japan. However, three new mechanisms have since been established for this purpose. The latest project aims to understand the responses of local governments and businesses to this rapid policy shift and analyze the challenges and opportunities for the acceptance of such workers in Akita Prefecture. This article provides an overview of the shifting policy landscape and discusses the findings of onsite interviews conducted at a facility in Akita that has become the second in the prefecture to accept foreign care workers through EPAs.
