Abstract

<p>Abstract This paper focuses on how and why consumer center has founded and reporting the result of examination. In this paper, cases in 1970's, consumer center in Nara prefecture and statistics of consumerʼs consultation are investigated. In Japan, the first consumer center was founded in Hyogo prefecture in 1965. It handled as administrative services complaints from consumers, product tests, consumer education, what consumer groups handled. As of 2012, there are 724 consumer centers in Japan and handle 852,649 cases in a year. The number of consumerʼs consultation has raised 32 times in these 40 years and character of consultation has changed. Talking about the content of consultation, it has changed from inquiry to complains, from about products to about services, from safety issue to contract issue.In 1970's, house wives use consumer center for asking questions in their daily lives. As a consequence, consumer center offered information that is proved scientifically with product tests. We can tell that they aimed for cultivating "clever consumer" who can choose appropriate products reasonably. Moreover, it turned out that consumer center approached companies for encourage them conducting their business appropriately.</p>
