Abstract

This paper aims to clarify the problems to build better support systems for the survivers of earthquake disaster, based on the following two analyses. First, the authors outline the problems and challenges of the disaster relief activities following the Great Hanshin-Awaji Earthquake. Seondly, the authors analyze the case of the operations of the Disaster Relief Volunteer Center in the event of the July 2003 Northern Miyagi Earthquake. Thea authors conclude that the cooperative activities between two sectors, i.e. the council for social welfare and NPOs active in disasters, are required for well-managed operations of disaster relief activities.
