Proximity Service (ProSe), which enables user equipment (UE) to discover other UEs in proximity and to communicate directly without passing core network, has been standardized in 3rd Generation Partnership Project (3GPP) as a demand of Device to Device (D2D) communication and discovery for Public Safety use in United States and Commercial use has increased in cellular services. ProSe was at first introduced in Release 12, which was extended mainly for Public Safety use in Release 13, and it is expected that in Release 14, some enhancements to support more various applications including Commercial use will be studied and standardized. In this paper, expected services and applications of D2D technologies, overview of ProSe in 3GPP and its standardization are introduced. In 3GPP, LTE D2D is assumed to be operated with sharing the existing uplink band for less UE complexity and better frequency usage. We present the effect of open loop transmit power control for D2D which has been introduced to mitigate interference with existing uplink cellular communication with system level simulation results.
