<p>In the 2011 Great East Japan Earthquake, the 2016 Kumamoto Earthquake, and Typhoon No. 19 in 2019, the limits of conventional disaster prevention by government-led, centralized top-down model are pointed out. Also, traditional disaster countermeasures have focused on the development of hardware such as dams and levees, but considering the limits of public assistance, disaster prevention that combines self-help by the residents and mutual assistance is required. Therefore, from the viewpoint of law, we will consider the measures for strengthening community disaster prevention by resident-based and mutual assistance using ICT based on the Community Disaster Management Plan (CDMP) stipulated by the Disaster Countermeasures Basic Law. In this article we will present a proposal on how to strengthen disaster prevention and mitigation using ICT based on past research.</p>
