<p>Under the disadvantaged situation, “management of public transportation” is a big issue. In recent years, the concept of “Mobility as a Service (MaaS)”, which combines various transportation services, has been attracting attention. This concept of “MaaS” is expected to lead to the solution of problems in the public transportation. On the other hand, it is necessary to flexibly change the content of measures according to “regional characteristics” and “status of development of transit database”. Especially in rural areas, it is necessary to consider that the service level of public transportation is quite low, and the number of users of public transportation is low, the movement by public transportation is not common to local residents, and the users of public transportation are elderly people. In this study, the authors developed and implemented a MaaS model for rural areas, which is a disadvantaged environment area, and evaluated it based on the opinions of users. The rural MaaS was highly evaluated by the users, and it was possible to introduce a new method for regional revitalization and to show the direction of future rural MaaS.</p>
