Abstract

<p>This research aims to explain the relation between education reform and the change of education cost, and it examines the relation between such reform and the formation of the idea of “winning from the starting line” in Hong Kong. Hong Kong is one of the regions in the world that has lowest-low fertility. One of the reasons leading to lowest-low fertility is the increasing cost of education for children. From 1998, significant education reforms were introduced. They included shifting the language of teaching from English to Cantonese and replacing the standardized examinations, which acted as a decisive factor in enrolling high schools and universities, by one standardized examination for university. These reforms reduced the number of English-medium teaching schools to around 100 schools and indirectly forced some elite schools to turn into private schools and run their business from primary to higher education. These changes directly limited students’ opportunity to transfer to a better school through standardized examinations and generated the idea that the starting line of schooling is the key to future success.</p>
