Abstract

<p>Recently, improving wages for long-term care workers has been one of the most important policies in the long-term care insurance system. However, in the home help service, which is a core at-home service, there has not been sufficient improvement in wages. Therefore, we aim to clarify this factor. In this study, we focus on wages’ improvement for non-regular workers, who are the main providers of home help services. We also consider the following two points; one is to see about the requirements and situation of acquirement of additional care fees to improve wages for the care workers, such as criteria for qualifying for services, the method and degree of wages’ improvement; the other is to see to what extent the additional fees would improve wages for the workers. As a result, the study clarified that the additional fees had little effect on non-regular workers. We were also able to point out the following four aspects of this factor: the criteria for qualifying for services are complex; the effect of the additional fees is to be directed to regular workers; the method and degree of wages’ improvement is to be left to the judgment of business establishments; and the additional fees are to be seen as limited-term measures.</p>
