Description

The purpose of this study is to clarify the process to the application of the reverse area division and its problems in Maizuru City, Kyoto Pref. The city selected the candidate sites of the reverse area division by the original criteria about the area classification, such as the current land use, the population change rate, etc. It took much time to build the consensus with the residents and Kyoto Pref. which has authority of the area classification. As conclusions, Japanese government should create the criteria of the reverse area division because population decreasing will last in the future. Moreover, it is needed the delegation of the area classification authority to a city which has just one city planning area. They will lead to reduce the burden for local governments and applicate the reverse area division more actively.
