The number of single-mother households has been increasing in Japan.Single mothers face poor labor conditions because of their limited career,choices and therefore they tend to become poor.This paper examines the difficulty of their living conditions,and discusses their situation from the viewpoint of gender studies. In the first section,we provide an overview of single-mother and single father households,using the data reported by the Japanese Ministry of Health,Labor,and Welfare.In the second section,we examine the present situation of single-mother households in terms of employment,income level,residence,andbenefits from the social security system,such as child rearing allowance,public loans for single-mother and child,public pension,and public assistance.Also,we compare poverty rates between Japan and other countries.In the third section,we discuss the self-reliance support for single-mother households and the reconstruction of social security systems by drawing on the ILO's concept ofDecent Work. We insist on the need for improvement of working conditionsand income levels for single-mother households and increased awareness of Decent Work in society.
