Though renewable energy for regional developments are recommended, most of projects are invested by the initiative incorporates participants from outside the areas, and almost power selling benefits are out-flown outside the areas. Because of this, the renewal energy business has no connection with the revitalization of rural areas. On the other hand, "Miyama Smart Energy Co., Ltd." is a Power Producer and Supplier(PPS)and was established by the Miyama City, Fukuoka Prefecture. The purpose of this PPS is to buy and sell electric power produced by solar power generation in this city, and to return the profits to the local residents. Therefore, this study conducted surveys to residents of Miyama city as target population, used the Structural Equation Modeling as methodology, and analyzed factors - how PPS affected the change of the new local power company from the past major power company. As results, "expectation to new business" and "environmental considering action" had a direct positive effect on "willingness to switching to PPS", and "uneasiness to stability" for power supply had a direct negative effect. Moreover, the more "attachment of hometown" led to the more" expectation to new business," which had an indirect positive effect toward "willingness to switching to PPS". Furthermore, the more "knowledge of policy" increases the more "recognition of the stability" for power supply, and then decreases "uneasiness to stability", which had an indirect positive effect toward "willingness to switching to PPS".
