抄録

In recent years, there has been a great deal of interest in responding to globalization in educational reform research. This study aims to clarify the conception and issues of today's educational reform in Japan by analyzing the reform of "Special Activities and the Period for Integrated Studies" in primary education. The finding of the research showed that global talents needs to be endowed with the following capabilities. First, the motivation and confidence to explore actively. Second, the practical ability to solve problems and the ability to adapt to future environments. Third, to have a broad vision in order to realize multicultural values. Fourth, the attitude of cooperating with others to make the world a better place. Fifth, the willingness to contribute to society. In Japan, the government is enthusiastic about developing human resources from primary education by improving the ability of teachers' professionalism, learning environment, and adopting the educational system which involves the entire society of schools, families, and communities. However, along with the above-conception, there are still issues remaining; such as the methods for improving teachers' ability, the improvement of the school environment, establishing a support system for school, and to establish a way to lift up the motivation of the teachers.
