There had been enormous changes in the world from the late eighties to the early nineties, that is, the democratization movements in Eastern Europe and the collapse of the Soviet Union. Consequently, a cold war system ended, which had formed a politically, economically and socially basic framework in the world since World War Ⅱ. And at the same time, utopianistic potential which socialism kept also has been exhausted. It is not only socialism, however, but also capitalism or 'the Keynesian welfare state' whilch has enabled the advanced capitalistic countries to enjoy economic growth and social stabilization, that is deprived of utopianistic vector and comes to a crisis now. Since economic growth in the advanced industrial countries came to a deadlock in the mid seventies, various camps have attempted to attack or reform the Keynesian welfare state. The representatives from the right camp are neo-liberalists or neo-conservatives who advocate 'neo-laissez-faire', and those who attempt to reorganize the welfare state by a prescription of 'neo-corporatism.' But both fail to present persuasive theoretical and political alternatives. In the present paper, following mainly C. Offe, I criticize these negativism and revisionism about the welfare state, and deal with an argument proposed by J. Habermas as indicating a sort of criticism and prospect to the welfare state from the Left.
