Lethal Autonomous Weapons Systems (LAWS) are a type of autonomous military robotic systems that can independently search for and engage targets, controlled by artificial intelligence (AI) without human intervention. The chief concern is whether LAWS would violate the laws of armed conflict, especially the principle of distinction and the principle of proportionality. States, international and regional organizations and civil society have consistently discussed about LAWS over the past 5 years under the framework of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be deemed to be Excessively Injurious or to have Indiscriminate Effects (CCW). The year 2019 is the third year since the inception of the discussion at the Group of Governmental Experts (GGE) on LAWS, and took place in March and from 20 to 21 August. GGE is mandated to examine issues related to emerging technologies in the area of LAWS in the context of the objectives and purposes of the CCW. The author took part in GGE in August 2019 as an academia, and based upon his experience, this Article examines the latest discussion by the GGE for LAWS and considers international legal aspects of such weapons systems.
