This study aims to research on the factors to re-use the closed large-scale retail stores located in the local city centers for revitalization of the areas by reviewing the economical and social backgrounds and impacts of recent trend on closing of these retail stores. In general, it is clarified that comparatively many of the middle-size cities are confronted with the severe problems of closing the big retail stores. Through the analysis on the curtent trend on the solution for re-use of the closed or bankrupted retail shops by municipalities, this study points out the importance of the method for consideration on the needs of the local community by citizen participation. In the case study on Kurume City, it points out the necessity of the partnership of the big retail stores and the local commercial community for revitalizing the declined city centers.
