Abstract
Biomass is widely distributed resources in local area, that have a potential to activate local people through their effective utilization. The cooperative behaviors by local people are important to achieve effective biomass utilization. It is said that social capital plays an important role to motivate the cooperative behavior. Then we conducted a survey analysis on factors to promote the cooperative behaviors, in Ooki Town, Fukuoka prefecture, 2010. We examine the factors, such as environmental consciousness, regional identity, social capital, social activity, and understanding of the town plan including biomass utilization. As a result, we found three main factors, regional consuming mind, environmental consciousness and behavior, and participation. Trust is an important factor to motivate participation, and participation is a factor to ensure cooperative behavior. As well as the trust in a community, communication with the outside also plays an important role. And the general and environmental policies of building town have an advantageous effect to make some foundation of people cooperative behaviors.
