Abstract

This paper addressed the improvement in educational methods of English education in elementary schools, and focused on the utilization of educational ICT in the context of active learning for quality enhancement in the process of learning. The purpose of this paper was to offer some suggestions to Japan through the case of Korea on the above issues. First, the changes of English education curriculum in elementary schools in Korea were summarized. Second, the conceptual definition of SMART education, which was a related term to active learning and educational ICT, was presented, and the support policy, promotional activities, and the state of implementation of the SMART education in elementary schools were explained. Third, the achievements and challenges from the SMART education policy were understood. Two conclusions were drawn from the case of Korea as well as suggestions for Japan: (1) the development and dissemination of quality assured digital contents should go hand in hand with the learners' developmental stages in mind; (2) The utilization of educational ICT and active learning were for the improvements of methods and supports toward quality enhancement in the process of teaching and learning, and it should not be considered itself as outcomes and purposes of education and learning activities; and (3) Supports for ICT training and preparation should be provided for both school teachers and for students who are in the course of the teaching profession, in order to incorporate ICT in classroom activities and lessons while taking into account the characteristics of each subject.
