Description

The Insei Government which had overcome the Sekkan-Regime 摂関政治 in the end of the eleventh century had shown the medieval characteristics from the viewpoint of the military organization. I will focus on the military forces under the Insei Government in order to testify it. In the eighth century, the Goverment Army had already been compelled to recruit from the elite soldiers called Kondei 健児 instead of public soldiers recruited by the Edict of Military Defense 軍防令. This system, however, collapsed without having any military significance and at last the Government, giving up organizing the army by itself, had come to use the ready-made forces temporarily. This case was predominant in the tenth century, especially after the Revolt of Masakado 将門の乱. In the Insei Period too, the Govenment organized its own army by admitting the private forces through the medium of offering public offices. This pattern was typically seen in the chief of the soldiers 武家棟梁 such as Kiyomori Taira 平清盛 who would defeat even the Insei Government. We will analize the organization and the composition of these military forces, connecting with the inevitable emergence of the chief of the soldiers.
